Default Creating native Windows applications using PHP...

I wouldn't write it in PHP, though I'd be inclined to if it made any sense. You'll need to learn something supplementary anyway, as PHP is in no way designed to have a GUI.

if It does have some GUI functions built into the library. I like the idea, but I'd still be surprised if you can actually get a browser coded.

You can really do many designs for your website using PHP.
