First of all you'll need to learn HTML if you don't already know it. It is the language that is used to display a web page. Here is a good tutorial:

Then you will need to find a web host. Most free web hosts will display ads on your page:

Or if you want to get a host you pay for, you will require a domain name and money to pay a monthly fee. A good place to get a domain name is at http://www.godaddy.com and hese guys are good web hosts: http://www.lunarpages.com/

Then when you have your website, you can get this message borad free at http://www.phpbb.com/
