Though tables is probably the easiest and quickest way, one should really use CSS for all design purposes. CSS allows more flexibility in design while tables are designed to display data in an ordered way.

Very true. CSS also allows you to load the content first (good for se rankings) but still have a great looking design.

If you visit http://www.webmaster-resources101.com/, you'll notice that the content loads first. Very basic CSS allowed me to do that.

From a search engine point of view, CSS is vastly more preferable than tables.
