Default Not Sure what to use in this situation

Hey guys , I a NOOB to website design... I have been put in charge of making a website for my unit ( I am in the Marine Corps) because apparently they were impressed by my ability to use front page LOL... any how that does not hardly warrant me a webmaster job for sure.

Well they have tasked me with trying to find out what I need to accomplish a mission...

The mission is:

1. Find what is needed to make ONLINE SERVICE RECORDS, basically so that each marine can login and keep track of his activity throughout the month, and what he needs to complete for promotion etc.

2. Allow for them to login to have access to forums etc.

3. If you can't find simple software to do this for you , find a way to educate yourself for free online to accomplish this goal..

What fun huh? Any of you guys have any suggestions? you can email me (fairclothdi@ec.rr.com) or reply here.. I will check this daily! Thanks to anyone who would help!
